In Montenegro, the rights of transgender people are not adequately recognized within the legal system, leaving them in a position of legal uncertainty and hindering their access to fundamental human rights. The Draft Law on Legal Gender Recognition based on self-determination represents a significant step toward improving the status of transgender individuals in the country, allowing them to be legally recognized in accordance with their gender identity without being subjected to forced medical interventions or psychiatric assessments.
Research conducted by the Damar Institute focused on the attitudes of political party representatives in Montenegro regarding this legislative text. The aim was to provide insight into the potential challenges and obstacles that may arise during the process of its adoption and implementation.
